This Technical Support Document provides the basis for the U.S. Environmental Protection Agency’s (EPA) disapproval action under Section 303(c) of the Clean Water Act (CWA), 33 U.S.C. §1313(c), and the federal water quality standards regulations at 40 CFR Part 131, on certain water quality standards regarding a seasonal cold water use designation description, water body use designation, and criteria submitted to the EPA by the Idaho Department of Environmental Quality (DEQ).
