The cost of distributed energy resources (DERs), such as clean distributed generation (DG), battery storage and energy management technologies, has declined substantially over the past two decades, and many jurisdictions have seen rapid development of DER technologies at customer sites, such as solar photovoltaic (PV) systems. To harness these capabilities, regulatory structures have to keep up, including cost allocation and rate design.
