Comments on NPDES Oregon General Permit Renewal

These comments address only one issue in the proposed General Permit 1200-C and 1200-CN Renewals, namely that of the buffer zone required by 40 C.F.R. § 450.21(a)(6). These absence of comments on other aspects of the draft permits should not be construed as support for any of those aspects.

Federal requirements for a buffer zone are as follows:
Provide and maintain natural buffers around waters of the United States, direct
stormwater to vegetated areas and maximize stormwater infiltration to reduce
pollutant discharges, unless infeasible.
